Paul L Nusbaum is the Member/President & Co-owner of RCHA. Mr. Nusbaum previously served on the Board of Directors, Finance Committee and Executive Committee of HMC Consolidated from 2007 to 2013. During his tenure within HMC, Mr. Nusbaum recognized the positive business nature of operating Critical Access Hospitals in new facilities and decided that developing a company to help finance HMC's exit from the Chapter 11 process was a sound business decision and on January 17, 2013, Mr. Nusbaum formed RCHA, along with Mr Steven F. White. Mr. Nusbaum has over 40 years of health care experience in a wide range of capacities including facility management, consulting services in long range planning, certificate of need, cost containment, and revenue cycle management and he has represented over 150 health care facilities in a 20 state area with a specific expertise in rural health care. From 2001 to 2005, Mr. Nusbaum served as the Cabinet Secretary for West Virginia's Department of Health and Human Resources a $3 billion agency with over 6,000 employees responsible for Medicaid, Behavioral Health, Children and Family Services, Child Support and Enforcement. the State Owned Behavioral, Long Term Care and Acute Care facilities plus a wide range of State Commissions and Boards. From 1985 to 1996, he along with Mr. Steven F. White developed, owned and operated four long term care facilities in West Virginia, is in the real estate management business and operated a health care consulting practice since 1982. Mr. Nusbaum has Masters Degree in Hospital and Health Care Administration from Virginia Commonwealth University/Medical College of Virginia and a Bachelor's Degree from the University of Maryland.
